Glossary of terms

Advisory and Consultancy Service – Includes service processes related to consultation for clients on any aspect of building maintenance (excludes consultation provided under maintenance programs).

Client Billing Report – The monthly report you receive from QBuild that details your year-to-date expenditure for planned and unplanned maintenance.

Condition Based – Includes the planned actions performed to restore a building asset to its required standard following significant deterioration or failure. Includes Housing planned maintenance work.

Construction Management QBuild is engaged as the construction manager and receives a construction management fee for managing agreed trade packages for building works.

Consultancy and Advisory Services – Only includes service processes related to consultation/advice for clients on any aspect that supports building operations and/or enhances the environment (excludes consultation provided under program management).

Consultancy and Advisory Services – QBuild provides advisory and consultancy services (eg. Technical reports or Building Act compliance).

Contract Administration QBuild provides contract administration services (eg. Superintendent’s representative role).

Contract Management Fee – The fee added to the actual job cost to cover the management services provided by QBuild.

Incident Maintenance – Includes the unplanned maintenance actions to restore an asset to an operational or safe condition as a result of property damage resulting from fire, forced entry, vandal damage and storms.

Job Statement – The form used by QBuild tradespeople and authorised subcontractors for unplanned maintenance work. It details the job request, work completed and materials and labour used.

Maintenance Assessment – Includes setting condition standards, undertaking maintenance assessments, maintenance planning, recording information and reporting to clients (including Maintenance Assessment Reports).

Maintenance Assessment Report – The report developed by QBuild following a condition assessment of your school. It provides you with a rating of the condition of your facilities and identifies maintenance works that need to be carried out.

Maintenance Management Framework (MMF) – A Queensland Government framework for managing maintenance of public building assets to ensure a strategic approach is adopted by its’ departments in the maintenance of their buildings.

Maintenance Works Program – A program of approved maintenance works scheduled to occur within a financial year.

Major Construction Works – Includes labour and material units for major capital works which are >$250,000 in value.

Minor Construction Works – Includes labour and material units for minor capital works which are < $250,000 in value or a specific client nominated minor works program.

Notional Allocation – An annual allocation given to every school to enable them to carry out planned and unplanned maintenance. Schools do not actually receive money in their accounts. While the money is held by Education Queensland’s Central Office, how this allocation is spent is at the individual school’s discretion.

Planned Maintenance – Includes any maintenance works that are not considered urgent, but are necessary to keep your buildings at their required condition standard. These works can be scheduled in line with your priorities and funding levels. For example, replacing a fence or worn carpet.

Program Management – Includes services associated with management of clients’ maintenance works programs. Also includes Housing program management.

Project Management – QBuild is engaged as a Project Manager and receives a management fee for the overall management of the design, documentation and delivery of the project.

Routine and Breakdown Includes the unplanned and reactive maintenance actions performed to restore an asset to operational condition, as a result of an unforseen failure.

Service Maintenance – Planned maintenance which is carried out on specialist equipment such as air conditioners, fire and security alarm systems, lifts and pool care equipment.

Service Maintenance Contracts – Includes the actions performed to maintain a building asset under a specific service maintenance contract arrangement between QBuild and the client.

Special Construction Programs – Includes a program of construction related services where QBuild has been nominated by the client (usually at the corporate level) as the Program Manager. Examples include the Secondary Schools Refurbishment Program and the Special Capital Upgrade Program.

Special Environmental Programs – Only includes a program of environmental related services, where QBuild has been nominated as the program manager.

Special Maintenance Programs – Includes a program of maintenance related services where QBuild has been nominated by the client (usually at the corporate level) as the program manager.

Strategic Maintenance Plan – The revised Maintenance Assessment Report that includes your priorities for identified works, additional works you may have identified, and recommended maintenance strategies. A component of this document is your 3-year rolling program.

Unplanned Maintenance – Any unforeseen maintenance works that are not identified in your Maintenance Works Program. For example a leaking tap or storm damage.
